Service Bike Friday Adjustment of 1 1:4" Threadless Headset Preload System
In this video we cover adjustment of the Bike Friday-made Threadless Headset Preload Adjuster System (16988).
1- Begin by removing the stem riser.
2- Loosen both the fixed clamp (upper) and expanding wedge clamp (lower)
3- Push firmly down on first the silver wedge and then the lower black expander clamp – make sure that the lower clamp has no pressure keeping it closed. It should push down fully over the silver wedge
4- While keeping downward pressure on the entire system, tighten the upper clamp firmly so that it will not move at all.
5- Slowly tighten the lower clamp to force the wedge downward, increasing preload on the headset.
Re-attach stem riser, check your work and that’s it!

also you could use a rubber mallet, that would help to tap the top clamp down
Being a retired Toolmaker, and owner of 3 BF from 1997, if it was me, I would be putting the headset components on a clean rag or smooth surface, not a rough concrete. But thanks for the video
